No matter how powerful they think they are, members of the state Legislature are going to run into trouble trying to eradicate adolescent bullying by fiat.

Yes, every parent, every teacher, every community leader ought to be vigilant in his or her efforts to curb bullying behavior. Schools ought to adopt strong policies and follow through on consequences.
