Rep. Angelo Scaccia’s decision to block routine House activity over a dispute about a liquor license in Westwood - outside his district - is a walking advertisement for the law that would allow grocery stores to sell wine (and if we were rewriting it, beer, too). The law would have allowed grocery stores to compete without having to kiss the ring of every powerful lawmaker on Beacon Hill, but alas voters rejected it.
