Report criticizes watch of alleged California kidnapper Phillip Garrido

SACRAMENTO, Calif.— A new report finds that the California Department of Corrections and Rehabilitation failed to properly supervise parolee Phillip Garrido and missed opportunities to discover his alleged kidnapping victim.

The California Inspector General’s Office released a summary of the report Wednesday on its Web site. The office planned an afternoon news conference to release the full report.

it's a man's world and that's why stuff like hiding an teen female in your backyard is allowed to happen. if the authorities had not been so laid back and stupid, this guy would have been thrown in the slammer years ago. instead, he was allowed to get away with kidnapping and rape for years. gee.

Well if we take Bulger-Flemmi and their murders under the watchful eye of the FBI why not believe that Garrido was an FBI informant that got a pass from all law enforcement. Garrido must have been a rat in prison and the FBI rewarded him by protecting him on the street. Hey if it can happen in Mass it can happen anywhere.
