Mayor to give Roxbury project back to developer

In a stunning reversal, the Menino administration is expected today to reinstate the Elma Lewis Partners as the developer of a $400 million mixed-use project in Roxbury.

After approving Ruggles Place, a proposed 1.4 million-square-foot development that includes office, medical space and new quarters for the Museum of the National Center of Afro-American Artists, the Boston Redevelopment Authority withdrew its support last fall citing the development team’s lack of financing.
